In short

Yes: Massachusetts law expressly covers electric 'tricycles', so a Class 1 or Class 2 e-trike (750 watts or less, 20 mph) is treated like a bicycle, with no license, plate or insurance. Ride on roads and bike lanes, and on bike paths unless the town bans it, but never on sidewalks. In state (DCR) parks, only pedal-assist Class 1 trikes may use paved trails 8+ feet wide. Avoid 28-mph Class 3 models, which state law does not recognize as e-bikes.

E-bikes have the same rights and duties as regular bicycles, so you may use public roads (except posted limited-access highways) and bike lanes.
Sidewalks
E-bikes may never be ridden on sidewalks, even though regular bikes sometimes may.

State law defines only Class 1 and Class 2 (both 'bicycle or tricycle', 750 W or less, 20 mph). There is NO statutory Class 3. DCR park regulations do define Class 3, but only for use on DCR property.

A 28-mph Class 3 or over-750 W e-bike is not an 'electric bicycle' under state law. The 'motorized bicycle' definition (max 30 mph, 50 cc, automatic transmission) is written for gas engines, so how an electric Class 3 is classified is not settled in statute. If it is a motorized bicycle, you must be 16+ with a license or permit, wear a helmet, not exceed 25 mph, stay off off-street recreational bike paths (bike lanes are OK), and register it with the RMV.

  • The Class 1/2 definitions and c. 85 § 11B3/4 were enacted through the 2022 transportation bond bill (H.5151), effective Nov. 8, 2022; the session-law chapter number was not confirmed.
