In short
Yes. New Hampshire treats a pedal e-trike with a motor under 750 watts as a bicycle: no license, registration, plate or insurance. Ride it on roads and, for Class 1 and 2, on bike paths unless the path owner says no; stay off sidewalks. Riders under 16 must wear a helmet, and you must be 16 to ride a 28-mph Class 3.

- No state registration or plate; but a city or town may require local bicycle licensing, which covers e-bikes because 'bicycle' includes 'electric bicycle'.

- Riders under 16 must wear a helmet on any bicycle (including e-bikes) on a public way.
- Minimum age
- You must be 16 or older to operate a Class 3 e-bike; no state minimum age for Class 1 or 2. (Class 3)
- Where you can ride
- An e-bike may be ridden wherever a regular bicycle may, with the same rights and duties as a bicyclist.
- Sidewalks
- No vehicle may be driven on a sidewalk except to cross at a driveway; an e-bike is 'a vehicle to the same extent as a bicycle', so sidewalk riding is barred unless a local rule says otherwise.

A 3-wheeler that is not an 'electric bicycle' (750 W or more, or assists past 20/28 mph) loses the e-bike exemptions. If it can't exceed 30 mph it is a 'moped' (RSA 259:57): needs a driver's license or moped license (RSA 263:33) and registration/plate (RSA 261:40, 261:80); mopeds are excluded from the financial-responsibility (insurance) law (RSA 259:60, III). Faster machines are 'motorcycles' (RSA 259:63, up to 3 wheels) needing a motorcycle license, registration and title rules for motorcycles. New Hampshire has no general compulsory auto insurance law.

- Whether a throttle-only (Class 2) e-trike complies with RSA 265:144-a, VI, which says the motor must stop when the rider stops pedaling; no DMV/court guidance found.
